During the first presidency of MDP, President Solih was the parliamentary group leader of the ruling party from 2008-2012.

Noting the challenges faced when MDP failed to secure a majority in the parliament in 2009, the president highlighted most challenges were faced in implementing the manifesto due to the obstructions from the parliament. Speaking on his experience, the president reiterated his desire to implement the manifesto of the administration without any failures.
