Ministry of Finance has revealed next year's state budget will be split into various programmes. The ministry made the statement in a circular sent to government offices on the baseline budget from 2022 to 2024.
According to the circular signed by Minister of Finance Ibrahim Ameer, the ministry stated that it has informed all government offices of the state budget plan from 2022 to 2024 and obtained information on the programmes proposed by government offices. The ministry stated it is currently working on the baseline budget plan consisting of the estimated cost of the activities and projects being conducted by government offices. The ministry stated the baseline budget will not include the cost of upcoming work or projects or new employees, and that the government offices should not exceed the budget ceiling set by the ministry.
Furthermore, the finance ministry stated the state budgets from next year onwards will be split into programmes and that it is currently discussing the framework of the programmes with the government offices. The new policy initiatives budget and the baseline budget will be drafted within the framework of the programmes, and performance indicators will also be introduced to measure the progress of the completion of the programmes. The ministry also stated a new salary budget sheet will be published to improve efficiency, and that the government offices are responsible for confirming the accuracy of the sheet and making the necessary changes.
All government offices are required to submit the baseline budget to the finance ministry before August 12, and the finance ministry will be given the authority to set the baseline budget for offices that neglect to submit the documents before the deadline.
