HRCM registers 426 cases in latter half of 2025

The Human Rights Commission of the Maldives (HRCM) registered 426 cases in the final six months of 2025, with more than 400 formally accepted, according to statistics released by the commission.

Between July and December, 196 cases advanced to formal investigation. Of these, 173 were filed under the Human Rights Commission Act, while 23 were pursued under the Anti‑Torture Act. During the same period, the commission concluded its review of 306 cases. One was referred to the Prosecutor General’s Office for criminal prosecution, while 307 remained under active investigation at year’s end.

The commission also administers cases filed under the Whistleblower Protection Act through its dedicated Whistleblower Protection Unit. The unit is tasked with securing the legal protections afforded to whistleblowers, systematically receiving disclosures, and transmitting information to relevant investigative authorities. It additionally conducts inquiries arising directly from the intelligence submitted.

From July to December, the unit received 43 submissions. Eight were concluded, while information from 23 was shared with external agencies. A detailed breakdown shows six cases concerning failure to fulfil legal responsibilities, six involving human rights violations, one related to corruption, and three categorised as miscellaneous. The largest share, 26 cases, alleged abuse of state positions, making it the most prevalent category.

The HRCM continues to review and investigate a wide range of cases nationwide. In parallel with its investigative responsibilities, the commission undertakes extensive efforts to raise public awareness of human rights and the legal protections available to citizens.
