President Dr Mohamed Muizzu has ratified an amendment to the Maldives Fisheries Act aimed at strengthening regulation and enforcement across the fisheries sector.
The amendment was passed by the Parliament at its 28th sitting of the second session of 2026 on 26 August. President Muizzu ratified the Bill at a ceremony at the President’s Office.
The changes strengthen the legal framework for administrative action against fishing vessels and introduce new provisions covering fishing and aquaculture activities in protected areas.
The amendment also provides for the development and operation of specialised fishing harbours, where vessels can be safely moored and dedicated fisheries services provided.
These facilities may also include areas for recreational and sport fishing. The relevant ministry will be required to establish regulations governing such activities and the development and management of related facilities.
The amendment expands provisions for leasing areas for aquaculture and sets out procedures for their allocation and use.
It also establishes a framework for dealing with the responsibilities of flag states when foreign fishing vessels are subject to administrative action for illegal fishing in Maldivian waters.
The legislation further strengthens enforcement by revising the classification of offences and setting out procedures for determining penalties and fines for violations of the Act and its regulations.
Authorities have been given 60 days from the commencement of the amendment to revise existing regulations and introduce new rules and procedures required to implement the changes.
The amendment came into force following its ratification and publication in the Government Gazette.
