New Hulhumale’ Masterplan to Address Harbour, Land Shortage

The masterplan for Hulhumale’ has been revised to accommodate the plan for harbour expansion without limiting the previous government’s Binveriyaa housing scheme, Housing Development Corporation (HDC) Managing Director Mohamed Mauroof Jameel has said.

Speaking during the ceremony to unveil the revised masterplan for Hulhumale’, Mauroof said the framework signals the government's commitment to positioning Hulhumalé as a financial hub.

Alluding to the need to revise the 24 year old masterplan, Mauroof explained that the primary reason behind the revision was to accommodate the harbour expansion plan to address the present shortage of space.

"One of the reasons for revising the masterplan is that the harbour has been compromised after large parts of it were dredged to accommodate the Binveriyaa scheme. The harbour is one of the most critical aspects of an island as without a harbour, other facilities cannot function properly,” he explained.

“So under the special directive of the President, our revised plan includes harbour expansion without limiting the number of land plots awarded under the Binveriyaa scheme. That is the whole idea behind the revised master plan.”

He assured that public consultations with stakeholders will be conducted before the master plan is finalised.

In addition, the official website, upgraded to improve HDC’s operations, was unveiled during the ceremony. This website served as an important gateway for efficient governance. The revamped platform, launched by Minister of Cities, Local Government and Public Works Adam Shareef Umar, featured several improvements designed to enhance service delivery.

The upgraded HDC website is designed to make it easier for people to access the services and streamlining processes such as building and bid approvals. The website also features a whistleblower portal, which improves accountability in the company’s operations.

Mauroof said the new website will further strengthen the HDC’ operations, governance and service delivery.
